The constituency allowance does not form part of the emolument of the legislators, both at the Senate and House of Representatives levels.

However there is a big problem with the Constituency allowance, it is a pity that they are appropriating the money to themselves. We lack a legal framework which prosecutes this legislators for squandering their constituency allowances, But as it is now, they can pocket the constituency allowances and go scot free because there is no legal framework to prosecute them.
