Governor Isa Yuguda of Bauchi state on Wednesday presented a budget of N132,547,202,809.00 billion to the State House of Assembly (BAHA), for the 2012 fiscal year as against N111,957,214,968.00.9 billion spent last year.
The governor said N 62,021,721.855.00 was earmarked for recurrent expenditure while the sum of N70,525,480,954.00 was for capital expenditure.
Tagged ‘’Budget of new commitment’’ Yuguda said government has high interest to commit energy and resources to priority projects and programmes in this year’s budget in our desire and commitment towards the transformation of the living conditions of the people.
According to him, the budget was designed to consolidate the 2012 projects and facilitate the completion of the on-going ones.
The governor added that the budget would also be funded with money sourced from the capital market and grants from donor agencies.
He said more than N69 billion was expected from statutory allocations while N7, 336,345,514.00 billion would be made in internally generated revenue.
Yuguda said general administration would gulp N 10,846,598,593.00 , economic sector gulp N21 billion, social sector23billionwhile regional development gulp 15.8billion , health ministry top the list with N6,985,531,447.00, works and transport N6.6billion agriculture N3.978,533,659.00, Education N4.699 billion, while information gulp N496,000,000.00 respectively.
He said the budget was prepared within the Medium term Expenditure frame work (MTEF) in line with the State Fiscal Responsibility Amendment Law 2009.to make the process transparent and participatory.
The budget which is aimed as inspiring our people toward social and economic emancipation, will focus on the completion of all on-going projects and programmes of the present administration.
‘’it is on this promised that t all the major projects and programmes have been earmarked for completion within this fiscal year’’.
‘’new projects and programmes will only be earmarked upon where they become absolutely necessary and have direct bearing on the economy and the lives and welfare of the people.’ he said
He said government had adopted measures to reinvigorate revenue generation, check financial linkages, promote probity as well as budget discipline.
Yuguda stressed the need to revamp the economy with funding of education, agriculture, water supply, health. Youth and women empowerment, poverty alleviation , transportation and power generation among others.
Receiving the budget proposal, the BAHA speaker, Hon. Yahaya Mohammed Miya, said the budget is revolutionary document towards changing the fortunes of the state to greater heights with a view to developing all aspects of human endeavour.
Miya lauded Governor Yuguda for the visionary economic policies and assured that the House shall do justice to approve the proposed 2012 Bauchi state Budget presented to move the state forward and to build a society worthy of emulation by posterity.
