Gov. Sullivan Chime of Enugu State has proposed a budget of N74.997 billion for the state’s services in 2012, exceeding the 2011 estimate of N66.626 billion by 11 per cent.
He said at the presentation of the budget christened ‘Budget of Continued Renewal’ in the State House of Assembly on Thursday in Enugu that N44.317 billion or 59 per cent was for recurrent expenditure while N30.680 billion or 41 per cent was for capital expenditure.
Chime said that government was expecting recurrent revenue of N60 billion which would be realized through aggressive internally generated revenue (IGR) drive estimated to yield N8 billion or 13.3 per cent.
Accordingly, he said, the state government was expecting estimated N45 billion revenue from the federation account, which represent 75 per cent would while N7 billion or 11.7 per cent of the budget was being expected from Value Added Tax (VAT).
A breakdown of the recurrent budget showed that N32.408 billion, which represents 73 per cent, was for personnel costs including consolidated revenue charges while N7.908 billion or 18 per cent was for overhead cost.
Chime said that N4 billion or nine per cent would be set aside as subvention to parastatals and tertiary institutions. A breakdown of the capital estimate showed that works and infrastructure received the highest sectorial budgetary allocation of N6.02 billion or 23 per cent of the entire capital budget.
He said that the allocation would take care of the on-going urban road rehabilitation at Enugu and Nsukka as well as some inter Local Government roads.
The estimate showed that education received an allocation of N4.94 billion, followed by health which was allocated N2.51 billion while agriculture got N973.6 million.
Chime said the government was determined to provide electricity in some rural communities before the end of his tenure, hinting that N746 million had been allocated to the rural electrification board.
The governor said the construction of the Enugu mono-rail would commence in 2012, as the investor had accessed the necessary fund and other logistics for its take-off and provided 200 taxi cabs in Enugu metropolis as part of poverty reduction initiatives. Chime pleaded with the legislators to give the budget an accelerated consideration and passage for quick implementation.
