Governor Abdul’aziz Yari Abubakar of Zamfara State yesterday presented a budget proposal of N376.940 billion to the State House of Assembly for the next three fiscal years.
The budget proposal, according to him, will cover 2012, 2013 and 2014 fiscal years.
Yari explained that his administration opted for the multi-year budgeting system because of the opportunity it would give the government “to project its 3-year financial estimates of revenues and expenditures as a rolling plan.”
He said the decision to shift from the traditional single-year budgeting was in collaboration with the United Nations Department for International Development, under the state Partnership for Accountability, Responsiveness and Capability.
The breakdown of the proposal for the three fiscal years shows year 2012 receiving N120 billion; 2013, N125 billion; and 2014, N130 billion.
For the 2012 budget, tagged “Budget of Renewal”, the economic sector received N36.73 billion out of which N8.047 billion was earmarked for agriculture; N1.232 bilion for manufacturing; N1.609 billion and N1.380 billion for power supply and commerce, cooperatives and finance, respectively. Transport sector got N24. 024 billion.
In social sector, education N5.945 billion; health, N3.540 billion.
A total sum of N10.226 billion was earmarked for general administration to cover purchase of vehicles, renovation, rehabilitation and construction of government buildings, purchase of books, poverty alleviation programmes and construction and completion of Juma’at mosques across the state.
The proposed budget, the governor said, was premised on expected accruable revenue projection of N75, 540, 192, 000 from recurrent and estimated N45, 270, 000, 000 capital revenues.
The budget also shows that the sum of N9. 090billion was earmarked for internal debt servicing.
The Speaker of the House, Alhaji Sanusi Garba Rikiji, assured of quick deliberation on the budget proposal.
